MINUTES OF THE REGULAR MEETING OF THE RUSH VALLEY TOWN COUNCIL HELD ON APRIL 25, 2012, AT THE RUSH VALLEY TOWN HALL, 52 SOUTH PARK STREET, RUSH VALLEY, UTAH. THE MEETING BEGAN AT 7:00 P.M.
Mayor and Council Members Present: Council Members Dana Gardner, Pete Albrecht, Alan Anderton and William Harding.
Appointed Officers and Employees Present: Attorney Ron Elton, Clerk/Recorder Amie Russell.
A motion was made by Alan Anderton that Dana Gardner be appointed Mayor Pro Tem in the absence of Mayor Johnson. William Harding seconded the motion. All present voted in favor and the motion carried.
1.Roll Call. Council Members Dana Gardner, Pete Albrecht, Alan Anderton and William Harding. Mayor Johnson was excused. 2.Approval of Meeting Minutes for 03/28/12. William Harding made a motion to approve the minutes of the Town Council Meeting held on March 28, 2012. Alan Anderton seconded the motion. All present voted in favor and the motion carried. 3.Consideration of Ordinance No. 2012-03 amending the requirements for the completion of town roads. Attorney Elton discussed current regulations and the proposed ordinance. He stated that if changes are made, the Town’s development code should also be reviewed by the Planning Commission to ensure the regulations are consistent. Dana Gardner made a motion to table this item and review it with amendments suggested by the Council at the May Town Council Meeting. Pete Albrecht seconded the motion. All present voted in favor and the motion carried. This item will be included for consideration again on the May agenda. 4.Safety Topic. Pete Albrecht presented the safety discussion on thinking jobs through safely. Rules cannot prevent accidents. What we do can directly or indirectly effect others and yourself. Things to avoid while working are anger, acting in haste, confusion, daydreaming, fatigue and worry.
5.Fire Department Report. It was reported that there was a grass fire in Vernon this week. The Town’s brush truck is down. It should be back in service within 2-3 weeks. The fire department is hoping to purchase a first responder vehicle by next month. Pete Albrecht reported that he has been watching the status of a 2004 Chevrolet Silverado with 4 doors. This vehicle is for sale at the Utah State surplus equipment yard. The current price is $6,225.00. It should depreciate again at the end of the month. Some type of protective cover will need to be installed to protect equipment. Home Town Plumbing is scheduled to come out and replace faucets and install a handicap toilet at the fire station. 6.Council Reports: Cemetery: Alan stated he had nothing to report.
Pete Albrecht: Pete had nothing further to report.
Roads: William reported that the cutting edges for the snow plow were recently purchased.
Parks: Dana reported that he had attended the Water Conservancy meeting last week to present the grant request proposal to improve the Town water system. A grant of $12,000.00 was awarded to the town. Dana recommends concrete water tanks. He also reported that it will cost about $800.00 to repair the riding lawnmower. He estimates a new mower would cost about $1,600.00. 7.Payment of Bills. Alan Anderton made a motion to pay the bills as presented. William Harding seconded the motion. All present voted in favor and the motion carried.
8.Public Comments. There were no public comments offered. 9.Adjourn: William Harding made a motion to adjourn. Alan Anderton seconded the motion. All present voted in favor, the motion carried and the meeting was adjourned at 7:38 p.m.
