Mayor and Council Members Present:  Mayor Brian Johnson, Council Members Dana Gardner, and Pete Albrecht.

Appointed Officers and Employees Present:  Attorney Ron Elton, Clerk/Recorder Amie Russell and Fire Chief Kevin Russell.


1.Roll Call.   Mayor Brian Johnson, Council Members Dana Gardner, Pete Albrecht and William Harding.  Alan Anderton and Lacey Burrows were excused.

2.Approval of Meeting Minutes for 08/22/12.  It was requested by Mayor Johnson to change the wording will be, to is, in item #3 on the meeting minutes.  Dana Gardner made a motion to approve the minutes with the recommended change.  Pete Albrecht seconded the motion.  All present voted in favor and the motion carried.

3.Consideration to Consideration to purchase flammable storage locker – Fire Department.  The fire department has a flammable storage locker, but the doors are broken and it is not safe to store flammable items.  The department presented two quotes for a replacement.  LN Curtis and Sons bid was $950.00, and delivery was not included in this quote.  Home Depot’s bid was $824.00.  Mayor Johnson made a motion to purchase the flammable storage locker from Home Depot.  William Harding seconded the motion.  All present voted in favor and the motion carried.

4.Consideration to have pest and weed control performed once or twice yearly by certified person.  Dana Gardner proposed pest control quarterly and weed control twice yearly.  This estimated cost was $3,200.00 per year.  To comply with the current purchasing policy a notice soliciting bids will need to be published in the paper.  Dana Gardner made a motion to use the current proposal for pest and weed control as the scope of work to solicit bids.  Pest control will be done quarterly and weed control twice yearly.  William Harding seconded the motion.  All present voted in favor and the motion carried.  Bids received will be opened at the October Town Council Meeting.

5.Safety Topic.  Pete Albrecht presented the safety topic on proper use of fire extinguishers.  The type of fire extinguisher to be used is dependent on the type of fire.  Type A is to be used on wood, paper or clothing.  Type B is for gas or other flammable substances.  Type C is for live electrical fires.  Type D is for a combination of metal or metal alloys.  Fire extinguishers are only effective in the first stages of a fire.  When using a fire extinguisher it is recommended to start at the base of the fire using a sweeping motion. William Harding added to remember P.A.S.S. – Pull, Aim, Squeeze and Sweep as the proper technique for fire suppression.

6.Fire Department Report.    It was reported that weeds were cleaned up and that a weed barrier and gravel were put down in front of the fire station.  Thanks to Jesse Gillins, Kevin Russell, Neal Dymock and Pete Albrecht was given for this work.  Fire Department meetings are continuing to be held.  Kevin has involved other departments for training.  Some department members went to a meeting with Mountain West Medical Clinic for training on how to help when responding to incidents.  The trucks have been checked for any maintenance issues.  The water project has been started and the tank has been installed.  It should be plumbed in and the power and pumps will be installed in the next few weeks.  The appreciation for Fire Department volunteers BBQ is scheduled for September 28 at 6:00 p.m.  Stockton, Terra and Vernon have been invited.  The Rush Valley Town Council is also invited.

7.Council Reports:

Cemetery:  Alan was excused from the meeting.

Pete Albrecht:  Pete stated he had nothing additional to report.

Roads:  William was asked if there were any plans to mow weeds.  He responded that repairs are being made now on the equipment and he plans on mowing in the spring.

Parks:  Dana reported Rush Valley Days was a success.  He thanked those who helped.  More people were fed this year than last year at the dinner.  Mayor Johnson commented it was a great day for the community.  The Mayor also mentioned a band in Salina that is willing play next year if Dana wants to look into getting more information.  Dana stated he has already started planning the event for next year.   He also thanked William for his help with pest control.  The work on the town hall is near completion.  Mayor Johnson thanked him for his efforts.

Mayor Johnson reported the September Planning and Zoning Meeting was cancelled due to no agenda items so the proposed road ordinance wasn’t reviewed.  He also reported three tanks had been dug up and need to be declared as surplus.

8.Payment of Bills.   William Harding made a motion to pay the bills as written.  Dana Gardner seconded the motion.  All present voted in favor and the motion carried.

9.Public Comments.  George Young, candidate for a Tooele County Commission seat was present and apologized for not being able to attend Rush Valley Days. He complimented the council on how well the meeting was conducted. 

10.Adjourn:  Pete Albrecht made a motion to adjourn.  William Harding seconded the motion.  All present voted in favor, the motion carried and the meeting was adjourned at 7:43 p.m.
